Subject: Abate of Illinois ~  legislative update

   SB 2439 - Mandatory Helmet Law/lane splitting- was once again postponed
by Senator Cullerton.  He realized that.  ABATE had rallied the troops
against him.  He had sent out feelers through
   different people to get ABATE members to call him and ask him to stop the
   bill.  This way he would bow out gracefully to reintroduce it another
day.
   ABATE of Illinois wanted a VOTE by the Transportation Committee to send a
   message.  We had the votes to kill it once and for all.  Now we must wait
   another week to see what he is up to.
Senator Donne Trotter signed on as a cosponsor.

   SB 2759 - Punitive Damages - was not called by the sponsor after
informing us that Senate
   Leadership announced there was opposition from the Illinois Municipal
   League.
This bill will be amended to make it specific that any local government that
enacts a helmet Law is subject to the fines.

   SB 2776 - Discrimination - was scheduled for Feb. 8, it is in the
Executive Committee.  We  postponed this bill until next week after we
talked to the sponsor.  The Illinois Retail Merchants Association had a
problem with the wording.  We are in the process of working with them.
